The University of Buenos Aires and the National Council of Education: the instruments for the government of public instruction in the Centennials

The research delves into the government instruments implemented by the Consejo Superior of the Universidad de Buenos Aires and the Consejo Nacional de Educación, in a period in which the Argentine educational system was consolidated, in the first decades of the 1900’s. Among strategic interventions for the design and implementation of public educational policies, there are government instruments that are, in a primary definition, tools that allow specific government actions to be executed. A rhizomatic approach is applied to intertwine the study of government instrument, the hemerography and the biographical reconstruction for political trajectories. Its use favors the analysis and then the first comparison between two publications understood as instruments of government, which are produced by two governmental educational organization. The primary sources are the Revista de la Universidad de Buenos Aires and El Monitor de la Educación Común. Data shows that official and educational magazines have been government instruments which enable ways of organizing politics functioning and trajectories of those who formulated and published them to be known.
